DRAIN ON MANPOWER.
GiRAUD’S VIEW OF GERMANY. (Rec. 10.30 a.m.) LONDON, Jan. 12. “Our victory is certain. It will probably be a long war but the shortage of manpower which the German army is feeling Avill have its effect in the end,” declared General Giraud in a speech at Algiers upon his return from his tour of West Africa. He said: “Even last year when Germany was marching from victory to victory German officers told me of their fears.”
