(Rec. i 1.53.) WASHINGTON, Sept, 7.. Speculation on the nature of President Roosevelt’s speech ranges from United States naval protection for merchant convoys to an announcement that he will seek permission of Congress to declare Avar.

The majority opinion is that the President will announce that merchant convoys will be given United States protection.

Mr Roosevelt’s secretary Mr Hassettj said the speech will be of major importance and will be rebroadcast in 14, languages. '
