PERU AND ECUADOR.

OLD BORDER DISPUTE REVIVED. (United Press Association —Copyright) WASHINGTON, July 7. The Under-Secretary of State (Mr Sumner Welles) told newspaper representatives that the United States and all other American republics were anxious to be of service in halting hostilities between Peru and Ecuador. Jt was a matter of profound regret, which would be shared bv other American nations, that hostilities had broken out. When he was asked whether outside influence was responsible. Mr Welles quoted an old Spanish proverb: “Very often in muddy waters the fishing is good.” The conflict between Ecuador anci Peril lias arisen from an ancient border dispute which has been smouldering for years. Ecuador blamed Peru for the attack, declaring that it was aggression of a political character ana that the attack was prepared from a military viewpoint Therefore Ecuador's army was ordered to fight. Land, sea, and air forces have already been engaged. Peruvian reports state that Ecuador began hostilities by attacking Peruvian border posts and that the attacks have been repulsed.
