PRISON AS SOCIAL CLUB. •.?,*? >-i • KOBE, December 12. It is announced that the Japanese Ministry of Justice has decided to establish a camp in Shikoku for 50 or GO) selected from prisons in all parts of'Japan for good conduct. The chief warden of the Kochi Penitentiary, who is in charge of the plan, said the site of the camp had not been decided ony but it would be-in one of the most picturesque areas in Shikoku. The camp was not going to be a prison in any accepted sense of the word, but would be in the nature of a social club. v Consequently, even the walls would hot : enigh so that the prisoners could better enjoy a social life.
