FULL CONTROL RY GERMANS. PLAN® AGAINST ROYAL NAVY. (Received This Day, 11.10 a.m.) ANKARA, February 21, The radio stated that tho recent discussions between Germans and Italians have given the Germans full command of tho Italian Fleet. A Rhineland paper states that Grand-Admiral Raeder and Admiral Riccardi held a conference. They were concerned with plans for an offensive against the British Fleet.
