The Foreign Minister (Mr Matsuoka) protested to the British Ambassador (Sir Robert Craigie) against the alleged action of the British authorities in Bermuda on December 23 in seizing documents, money and other personal belongings of nine Japanese passengers who were en route to Germany aboard the American liner Excalibur. Mr Matsuoka demanded a British settlement “of clearly an abuse of belligerent rights and an infringement of the legitimate rights of free movement of Japanese neutrals.”
