WEARING-DOWN TACTICS.
“RUINOUS PUNISHMENT” GIVEN
ROME, December 18. Dr. V. Gayda, the noted journalist says that Marshal Gjraziani’s force in Libya has adopted tactics wearing down the pursuing British. The final victory will not depend on. who occupies the most territory, but Avho inflicts the heaviest losses. He claims that the Italians 'are inflicting ruinous punishment.
