THE METHOD OF CONTROL.

WELLINGTON, This Day

The Minister of Defence (the Hon. F. Jones), defining the degree of control exercised by the Government over ships of the New Zealand Division—Achilles and Leander—said that though the ships- are under the control of the Admiralty for the duration of the war, their movements were always determined and directed in consultation with the New Zealand Government. The Minister explained that while the cruisers are now acting units of the Royal Navy questions of pay and conditions in them were under the New Zealand regulations. As far as other units, such as mine-sweepers and various auxiliaries were concerned, they remained under full control by Now Zealand, and the Dominion regulations applied to those aboard. Only the two cruisers had been handed over to the Admiralty. It was absolutely essential to effective naval operations that the utmost co-operation and co-ordination should be established, and this could 4 only be done when there was one directing authority. That applied to the whole British Commonwealth.
