SPEEDING UP IN BUILDING.

The naval authorities believe that the recently-inaugurated speeding up will reduce the scheduled time, for building a two-ocean navy by 12J- per cent., placing battleships, cruisers, and destroyers, in operation in from four to seven months ahead of plans.
