EVIDENCE OF THEIR ACTIVITY.
FOUR HEADS OF CHARGES

The Dies Committee has published a “White Paper” reporting its investigation of German activities in the United States. The report includes testimony and documentary evidence designed to show:
Firstly, that German diplomats “took a lively interest in. spreading the. work of the Trans-Ocean News Service which was a propaganda agency capable of engaging in espionage;”
Secondly, that the 'German Government has undertaken a far-sighted policy of economic penetration of both North and South America ; Thirdly, that a document seized in New York contained a plan for the organisation of German industry in America after the war, complete even to the names of proposed officers; Fourthly, Manfred Zapp, the TransOcean representative in the United States, took “a deep interest in notes in which the United States handled diplomatic relations with Japan and not only advised the representatives ff Japan but also indicated to Germany the steps being taken to aid German handling of diplomatic affairs.’’ The 500-page report is heavily documented with the. testimony of scores of ■ witnesses, letters, telegrams and other exhibits seized by the Committee and its agents in raids mostly in New York. '"
According to the local representative of the “New York Herald-Tribune’’ the committee reports that local Nazis are completing a plan to co-ordinate and extend German trade and industrial interests in tlie. United States after the war, under the control of a central agency "directed 'from Berlin . The pla n visualises the creation-of .{in industrial and commercial lilpc |rep ( from American direction, including representatives of the cotton, cellulose; machine-tool and automotive-’ industries and banking.
A M BASS ADO R TO FRAN C.E,„ AMERICAN CHANGE LIKELY WASHINGTON, November 21. As the result of a conference between the French Ambassador (M. Henri Haye) and the Assistant-Secre-tary of State (Mr Sumner Welles);, it is believed a now United States Ambassador to Franco will be announced shortly. Mr Haye said it was expected there would he developments within a few days.
