An Associated Press dispatch from Madrid states'that thte 'Spanish Foreign Minister (Sicnor Beigbeder) has resigned and has been replaced by the former Minister for the Interior (Senor Serrano Saner). General Franco has taken over the supervision of the Ministry of Interior, which will be administered in practice by an undeiv-secretary.
