MATERIALS FROM THE U.S.A. . t OIL TANKERS AVAILABLE. WASHINGTON, October 15. President Roosevelt, in reply to a question at a press conference, said machine tools not required for defence would be available to Russia and other friendly powers. It is understood that 7,000,000 dollars worth of tools and 51,000 tons of oil tankers for the transport of gasoline have been released to Russia since August. President Roosevelt instructed the Army and Navy Munitions Board to list critical material sold but not delivered to' foreign nations. The Munitions Board will determine whether such material will be requisitioned for United States defence or released.
