A JAPANESE COMMENTATOR. QUESTION OF THE VICTORY* (Received This Day, 9.0 a.m.) TOKIO, October 4. M. Masanori Ito Shighzy, reputed to be a naval expert, writing in the magazine “Nippon Hyoron” said that the outcome of the Anglo-German war is difficult to predict, which is significant as virtually all Japanese commentators have been predicting a German victory. He said that while Germany had demonstrated aerial superiority, complete </omination of the British by air was “not so easy to accomplish.” Also, he said, it would be a mistake to assume that air domination would enable the transportation of htfge military units across the Channel, because air mastery was only temporary. He said the German navy was too inferior to attempt a troop invasion of Britain. Thus, the Germans will likely adopt long-term tactics of blockade and constant offensives aimed at morale.
