GUARDING AGAINST MENACE. UNUTED STATES UNITS PLANNED. LOCAL PROTECTION DUTIES. (United Press Association—Copyright.) (Received This Dav, 12.5 p.m.) WASHINGTON, August 6. President Roosevelt, at Hyde Park, revealed plans to organise home defence units in 48 States, with World War veterans as a nucleus. It is understood that, following approval by Congress, the President intends to mobilise the National Guard as the first draft of conscripted men and to use the Home Guard to undertake the National Guard’s duties of local protection.
Mr Roosevelt said it was not necessary to comment on Colonel Lindbergh’s speech.
PROGRAMME SERIOUSLY DELAYED. MANUFACTURERS. REFUSE ORDERS. (Received This Day, 12.40 p.m.) NEW YORK, August 6. The “New York Post” gives prominence. to a staff writer’s copyright message from Washington, asserting that the defence programme' lias been seriously delayed .by the unpatriotic refusal of manufacturers to accept contracts for arms, ’planes, etc., unless their demand for profits amortisation, and expansion of plant is fully met. He declares that in many cases plants are refusing contracts, though not requiring expansion in order to hold a club over Congress and force acceptance of their demands.
