TRADING WITH ENEMY.
WARNING BY MINISTER. I POSITION OF LOW COUNTRIES. WELLINGTON, May 24. In an interview, the Hon. D. G. Sullivan, Minister for Industries and Commerce, again drew the attention of traders and others to the fact that the Trading with the Enemy legislation applies to any area which is in the occupation of a Power with which His Majesty is at war. Consequently, commercial, financial, and other intercourse or dealings with persons or concerns in those territories which are at present in German occupation, including the Netherlands and the Grand Duchy of Luxemburg are prohibited, except with express authority. “That does not apply,” Mr Sullivan went on to say, “to the Netherlands’ overseas dependencies, so long as business with them does not involve intercourse with the Netherlands proper. Returns should be made, under Regulation 3, of the Enemy Property Emergency Regulations, 1939, to the Custodian of Enemy Property of all moneys which, but for the enemy occupation of the Netherlands and Luxemburg, would be payable to persons or concerns in those countries, and of any property held or managed in this country for or on behalf of such persons or concerns, except where payment is made by permission of the Custodian of Enemy Property or the Industries and Commerce Department.
“Under the present conditions the greatest caution should be exercised in regard to transactions with any part of Belgium. No recall should be made in respect of existing commitments, and no new commitments should he entered into with persons or concerns in any part of Belgium, without previous consultation with the Department of Industries and Commerce or with the Customs Department.”
