AGAINST BRITISH COMMERCE. USE OF.SURFACE CRAFT URGED. (Received This Day, 12.5 p.m.) LONDON, November 20. A British United Press report from Berlin says that Admiral Meurer, writing in the “Hamburger Tageblatt,” urges Germany to employ surface craft in addition to submarines against British convoys, which, he confesses, present difficulties to U-boats. He adds: “The battle against convoys, which include important transports, should be carried out by cruisers, destroyers and heavy units, since the German Navy’s chief task is ruthless war on commerce.’’ ,
