PLANES OVER LOW COUNTRIES. GERMANY’S REPORTED NOTES. (Received This Day, 9 a.m.) PARIS, November 20. According to the newspaper “Excelsior” Germany has sent notes to Belgium and Holland, warning them not to attack Gernfan planes flying over their territory, otherwise Germany will take immediate measures to counter aggression. It is reported that the Notes assert that Belgium and Holland have not opposed with force the Allied control of their shipping, for which reason Germany claims the right to fly over their territory.
