SWORD WILL REPLACE PEN. HITLERIAN! DIPLOMACY FAILS. ALLIED TACTICAL SUCCESS. (United Press Association—Copyright.) (Received This Day, 2 p.m.) NEW YORK, November 13. The Paris correspondent of the “New York Times” states that the situation created by the Belgian-Dutch initiative and the British and French replies is undoubtedly an tactical success, placing on Germany the responsibility of the Netherlands’ future and the fact that negotiations will no longer be by the exchange of diplomatic notes but ith armies in the field. Tho Allies, previously at a disadvantage by the fact that the Nazis were prepared to act militarily if their demands were unsatisfied, now match Hitlerian diplomacy with an even greater show ol force.
The correspondent adds that it is evident that the opportune moment for an attack, either on Belgium or Holland, has passed. It is believed that the Munich incident and the ferocity with which tho Gestapo is suppressing manifestations of sporadic opposition to the Regime, are symptomatic of tho discontent which neutrals declare is openly discussed by all circles.
