ALLIED WAR DEBT.

AN AMERICAN SUGGESTION. NEW YORK, November 11. A survey conducted by the American Institute of Public Opinion revealed that 66 per. cent, were in favour of the exchange of British and French possession in the West Indies for the world war debts, v A bill will be introduced by a member of the House of Representatives, Mr F. R. Havenner, authorising negotiations for the cession of Jamaica, Trinidad, Guadeloupe, Barbados and the Bahamas.
