GONE TO THE LIMIT.
CONCESSIONS BY FINLAND. SECURITY OF THE SOVIET. HELSINKI, November 11. The Finnish Foreign Minister (M. Erkko) declared that Finland had goim to the limit. The concessions made wore extensive concessions in the interests of Soviet security, particularly on the Karelian frontier. The troops sent to that frontier were purely a precaution necessitated by the nature of the Soviet demands.
