MOBILISING LABOUR.
JAPANESE ARMS AND FARMING. (United Press Association —Copyright.) (Received This Day, 9.40 a.m.) TOKIO, July 4. The Cabinet has decided to begin the mobilisation of labour, as 1,100,000 labourers are required for armaments works and agriculture.
