The whole of France to-night, and until agitation ceases, is under military control virtually on a wartime footing. The Government freely requisitioned property and labour throughout the nation, which means that strikers are liable to heavy penalties. Everybody knows that these can not be inflicted on the huge masse,s, nevertheless I oar is a potent weapon. The Government has actually set the law in motion against the officials of thf> Railwaymen’s Union for issuing strike orders after promulgation of the decree requisitioning the railways, hut there has been no affect thus far on the union’s determination to carry on the strike.

The Government is ready for any emergency. •The troops have been reinforced bytanks and armoured cars, drawn up on the parade ground of the Military School in the centre of Paris.

Troops arc heavily guarding twenty factories at • Valencennes and elsewhere.

A clash with the police occurred at Raismes, where 1000 men attempted to free six who had been arrested tor trying to prevent men going to work. The police arrested many foreigners for spreading propaganda in mines and factories.

M. Jouhaux received from the British Independent Labour Party a telegram expressing solidarity. The management of the Renault Works stated that tho strikers had caused damage estimated at £II.OOO, and were losing £33,000 in wages daily.
