Sculliu suggested in the House of* Representatives that the Commonwealth Government should hold a constitutional session ol Parliament to draw tip proposals lor submission to the electors for the recasting of the Federal Constitution.
Mr Sculliu said that sooner or later Australians would be forced to adopt a unified system of government, and the people should be given the opportunity to decide whether Australia was to be ruled by one sovereign Parliament.
