CONDITIONS IN RUSSIA. (United Press Association —Copyright.)' LONDON, November 2. The Riga correspondent of “The Times’” reports that M. Stalin, speaking in Moscow at the celebration of the 20th anniversary of the League of Young Communists, accused responsible departmental heads and Communist Party leaders of callous bureaucratism, negligence, corruption and incompetence.
Ho declared that disorganisation in the Commissariat of Agriculture had caused a shortage of food supplies in the* towns, entailing serious consequences until it was immediately righted. M. Stalin also sharply criticised the condition of industry, which was endangering the country’s whole economic life. The disorganisation was largely due to- a lack of able specialists, in whom Russia was poorer than the capitalistic countries. She must learn even from her enemies.
