HOSTILE PROPAGANDA
METHODS OF FIGHTING. LONDON, January 9. “You cannot fight a Ministry of Propaganda and Enlightenment with a principal clerk and two typists, the “Spectator,” in a leading article urging the creation of a new department to conduct British propaganda. It says there are at least three means of communication involved —broadcasting, films and news series. ]f broadcasts are to be effective, the potential listeners must have receiving sets and how far it is possible to provide sets at low figures in the countries concerned is for the new department to consider.
Films of the right kind must be made and means found of bringing them before foreign audiences. Tf they are to find a place in ordinary cinemas abroad they must, for a time, be supplied at an uneconomic fee. The questions of a news service to extra-European countries within and without the Empire are more difficult ar.d far mare perplexing problems.
