LIVING STANDARDS.

Imperial development was discussed from a new angle by Home, Dominion and Colonial speakers at a three-day conference at the Royal Empire Society. Sir Archibald Weigall, chairman of the council of the society, said the main spirit of the conference was the stimulation of a higher standard of living throughout the Empire, to which was correlated the important duty of developing the consuming power of its component parts. He read a message from Sir Josiah Stamp who, in welcoming the Anglo-American negotiations as a step toward larger Empire trade, said he was certain that to focus entirely upon Empire questions without reference to the greater environment in which they were to be developed was to achieve a limited success which would ultimately defeat their main object.
