Baron Barnby, dealing with suggestions for a boycott of Japanese goods, said that a boycott generally rebounded to the disadvantage of those proposing it. Baron Strabolgi said that A 1 Capone would have refused to sit on the NonIntervention Committee. It would have been too crooked for him.
