BERLIN, July 6. “Chancellor Hitler stands as head of German art not only as patron but also as its greatest master,” declared Governor Adolf Wagner at the opening of the Munich art festival. England is aware that Herr Hitler has painted several pleasant water colours, but has not. suspected that such an ambitious claim could be based thereon.- -
