A SECRETARY APPOINTED. (Per Press Association). WELLINGTON, This Day. Mr Hubert Kessels has been appointed by the German Foreign Office at Berlin to the secretary to. the New Zealand German Consulate at Wellington. Mr Kessels, who has been attached for several years to the staff of the German Legation at Dublin, is expected to arrive in New Zealand at the middle of December.
