Most observers ar,© of opinion that there will be neV farin aid, including cautious crop insurance, a renewal of the Invalidated Agricultural Adjustment Act Amendment, a stop-gap soil conservation act, as a move to retain federal control of agriculture, the extension iof the] Neutrality Act beyond the expiration date, May 1, 1937, and . the -reiuf orcemdrit'. of‘it .with 'legislation baking war . profitless . It is believed that the Supreme Court, which is.-now in session, will revive bid issues' by ! invalidating the Wagner Act, tne Securities Exchange Act, etcetera. Mi’ 1 Roosevelt has never ! indicated that he favoured an : ‘amendment of the Constitution or remedial legislation, but the sentiment of Congress means the introduction this session, at last, of bills aimed to curb the ’ Supferne Court. It is expected that there will also be a move towards revision'©? the corporate surplus tax, whifch has been much criticised as, hirri dering plant expansion. Any tax'irevision is bound to incur the demand of Mr P. M. La Follette’s group for a general revision of taxes, especially broadening the base by increasing income taxes in the lower brackets. Roosevelt is likely to confine Federal unemployment to relief and kindred agencies, believing that the major responsibility lies with manufacturers and industry in general.
