JAPANESE ARREST.
CHINESE CONSUL ALLEGED SPY. (United Press Association—Copyright.) TOKIO, July 16. On a charge of espionage, the Japanese garrison .arrested Sun Gluiyu. the so-called Chinese Consul at Seishn, where he occupied the former Russian Consulate.
