(United Press Association— Copyright) LONDON, June 17. The naval correspondent of the "Daily Telegraph" (Mr Hector Bywater) says Germany is refortifymg Heligoland, which was permanently demilitarised under the Versailles Treaty. Work is reported to be proceeding with the utmost energy. A new harbour is being constructed and powerful batteries installed. Other German North Sea islands which have been refortified and heavily armed are Borkum and Wanderoog, which guards the entrance to the "Wilhelmshaven naval base.' Norderney and Sylt are also reported to be strongly defended.
