BIG SCHEME AT CAPE TOWN. EXPENDITURE OF TEN MILLIONS (United Press Association—Copyright) (Received This Day, 9:15 a.m.) CAPE TOWN, March 12. A decision has been made intensively to fortify Robbon Island, which is part of a scheme to make Table Bay a second Singapore. The heavy guns at Lion’s head cannot be fired, as a full charge would blow the closely-inhabited seapoint to pieces. The Table Bay works are being developed at a cost of £10,000,060 to 'enable vessels of the greatest tonnage to dock. It is believed it is the intention, of the Government to proceed with a scheme for equipment as a result of which Table Bay will supersede Simonstown as the naval port. Robben Island was formerly a leper settlement and has since been unoccupied except by lighthousekeepers.
