NAVAL CONFERENCE.
THE ATTITUDE OF JAPAN. EFFORT TO JUSTIFY PROPOSALS. (United Press Association—Copyright.) LONDON, January 13. The Toltio correspondent of “The Times” says the Cabinet’s instructions to the naval delegation direct Admiral Nagano to avoid forcing a formal decision which will make it necessary to leave the conference, but to make a final effort to justify Japan’s proposals.. The delegation is instructed also to explain more fully Japanese ideas about the reduction of aggressive types and to declare that Japan will not enter agreements perpetuating inequalities, but desires to continue negotiations on submarines and other subsidiary matters. FORTIFICATION IN THE PACIFIC. LONDON, January 13. The naval correspondent of “The Times” expresses tlie opinion that Japan is seeking a prolongation of the agreement about fortification of possessions in the Pacific laid down in the Washington Treaty. He adds that the British and Dominion delegations will not adopt any procedure making a Japanese withdrawal inevitable, hut are not weakening in their opposition to the common upper limit plan.
