Captain Milne, of the United States Navy, the newly-appointed Governor of American Samoa, sailed by the Monterey to take up his appointment. He asserted that the chief duty of the navy in Samoa was to maintain the spirit of fellowship. It was not a matter of fortifications, but of establishing friendship and furnishing the navies with medical and educational sendees. Samoa was for the Samoans, not for the navy, concluded the Governor.
