SOVIET DECREE ON FOOD. MANY COMMODITIES RELEASED. (United Press Association —Copyright) MOSCOW, Sept. 26. The virtual abolition of the' entire system of rationing foodstuffs throughout Russia is announced in a decree signed by MM. Stalin and Molotov (president of the Council of Commissars).

The decree will permit unrestricted retail sales of meat, fish, sugar, fats, and potatoes at prices fixed by the State. It also orders a reduction in the price of bread, rationing of which was abolished on January 1.
