LEA VINO THE PATH OPEN. United Press Association—Copyright) (Received This Day, 9.15 a.m.) GENEVA, September 26. For the first time in its history, the League of Nations Council unanimously decided to invoke Article 15.

The President proposed the appointment of a committee of all members of the Council except Italy, and suggested that the Council not close its session but remain ready for speedy action in the event of grave developments.

The Council also decided that the Committee of Five remain ready to renew its efforts for conciliation should the opportunity offer. M, Litvinoff announced that the Soviet would support any action the Council should resolve to take. The Italians did not attend the meeting, but consider that continuance of the Committee of Five wilt leave the path for conciliation open.
