MUST HAVE TERRITORITY.
COLONISATION BY ITALIANS. ADOWA ALONE NOT ENOUGH. LONDON, Sept, 18. The Borne correspondent of the “Daily Telegraph” says that the view expressed in some quarters at Geneva that Italy would be prepared merely to take Adowa, thereby wiping out her defeat in 1896, finds no response in Italian official circles, where it is emphasised that Italy must have territory for her workless peasants to colonise and produce raw materials for industries. These can be obtained only if Italy keeps a standing army in Abyssinia and controls the internal administration.

The special Ethiopian envoy (Sidjii Abba Biru) was warmly welcomed by the Foreign Office. The spokesman indicated that Japan would follow a policy of watchful wait; ing and declined to say whether .she would he neutral in the event of hostilities.
