Mr N. T. Lambourne, Director of Education, said that some of the things urged a year ago had been given effect to. TUe metnod of grading had been improved and an alteration had been made in the payment of annual increments, making the position fairer to all than under the old system.
Referring to his going abroad, Mr Lambourne mentioned tiiat there were many matters he wanted to study at first hand. The training of teachers, vocational guidance, rural education, and many other subjects had come to the fore in recent years and he hoped to gain knowledge about these things that would be of advantage both to teachers and pupils. An address was delivered by Professor von Zedlitz on the effect of the repression of basic hate or aggressive impulse of a child. He advocated a new philosophy that would guide and control an impulse without repressing it.
