(Received) This Day, 11.40 a.m.) LONDON, May 9.The Berlin correspondent of the "Daily Mail” says that a new penal code will shortly be issued in Germany. It provides for a new crime called "treason against the people,” meaning speaking or writing abusively about the German people, their past or customs, which is punishable by penal servitude or eyen death.
