THE EXPERIMENTS IN BRITAIN, STRICT ENFORCEMENT- ORDERED (United Press Association—Copyright) <- (Received This Day, 1 p.m.) LONDON, March 25. /; The Home Office has instructed magistrates tc convict speed offenders even ■ for the smallest excesses which enj; ' danger-nobody. This is for the purpose : of ensuring strict compliance wrjh the ; order and to enable the authorities to ', determine the value of speed limit r in reducing accidents. It is contended that if the Courts use their discretion in not convicting when danger is not incurred the experiment will Be valueless. Its success so far has surprised' critics, but the more, unrestricted areas, are widely sought and" enforcement' of the limit when the.roads are deserted is causing the strongest complaints. The fines so far have been mostly five shillings and ten shillings. <
