FALL IN TONNAGE. A MARKED IMPROVEMENT. (United Press Association—Copyright) LONDON, January 21. The Chamber of Shipping states that, including five foreign vessels of 13,491 tons net.,'there were laid up in the ports of Great Britain and Ireland 323 vessels, of 876,416 tons net, on January 1. The number of vessels laid up three months earlier was 330, with a net tonnage of 818,030.
