Prince Loewenstein, whose name appears in the latest list of Nazi outcasts whom Hevr Hitler has deprived of citizenship and property, says that Hitler's spy system in the Saar is the most complete oyer invented. A spy is detailed to every block, of houses. The only hope of fair play in the plebiscite, says the Prince, lies with England, whose moral prestige is at present overwhelming.
