INDIA'S FUTURE.
I HOME RULE PARTY. OUTLINE OF POLICY. CALCUTTA, May 4. The conference of the "Swarajist (Home Rule) Party which is the Parliamentary wing of the Indian National Congress, concluded at Ranchi, after passing resolutions outlining the party's economic policy and advocating the rejection of the constitution as proposed in the White Paper. The latter resolution was moved by Mr Bulabhai Desai. who declared that the only method of applying the right 'of self-determination to India was to convene a constituent assembly representative of all sections of the Indian people to frame an acceptable Constitution and consider the question of communal representation. In a striking speech appealing for national unity, Mr Desai said: "Of jail the sins of omission and commission for which India is responsible, none is greater than her surrender into the hands of others on the i basis of socalled differences in faiths and creeds. Is it not time that we began to search our hearts to see whether we are not the instruments of our own subjection? If we call ourselves Nationalists, wc should frame, for the voluntary acceptance of the Government proposals adopted by a constituent assembly of our own."
Mr Desai will lead the Swarajist Party in the Legislative Assembly as Dr. Ausani, who was elected president, will not be able to do so owing to illhealth.
