JAPAN AND BRITAIN. FORMAL DISCUSSION TO OPEN. (United Press Association— Copyright.) (Received This Day, 12.40 p.m.) LONDON, January 30. Referring to the recent inquiries made in Lancashire by Mr Walter Runciman regarding the cotton industry and Japanese competition overseas, Mr Colville said that the Government fully realised the importance of the time factor in this problem. He added that within the last 24 hours the Japanese Ambassador had informed them that representatives of the Japanese cotton industry and the Rayon and Textile Exporting Association had been authorised to enter into formal negotiations with representatives of the British cotton industry. He trusted that the discussions would begin shortly.
