UNREST IN JAPAN.

COMMENTS FROM MOSCOW. LONDON, January 4. The Third International claims that a sqldiers' revolutionary committee has beeil formed in Japan and also /detachments of death," reports the Riga correspondent of ,"The Times." 'Japan occupied a special position in the Third International's recent plenary sessioi V summoned in connection ..with Russian changes, the orientation, of Europe and Communist underground programme in America, it is stated. The fear is expressed that some Japanese Communist leaders were,unduly precipitate in creating such organisations as those referred to, which may unnecessarily endanger others working on more orthodox lines. The International also emphasised that the era of capitalist pacifism was dead throughout the world. A new fight for power was beginning. Bourgeois countries might.be converted to revolution by Third Internationals i f properly led and even overthrow their Governments and establish Soviets but the countries where the battlefields were planned were, not indicated. ..;,
