ILL-FEELING GROWING
FAR EAST SITUATION. MANCHUKUO AND SOVIET. SHANGHAI, September 26. The tension between Manchukuo and Russia is growing. Manchukuo calls for "immediate and complete fulfilment" of its demands—the release of White Russian guards captured by the crew of the steamer Tungsang in Manchukuo waters in July, severe punishment of the O.G.P.U. agents responsible and a guarantee against a repetition of such incidents. The Soviet Consul-General, M. Slayutsky, refuses to accept the demand, but . promises to. forward the substance of the information to the Soviet Government. He complains that White Russians are allowed to enter Russian territory, and that action has not been taken against General Kosmin, their leader, for tho alleged dispatch of men across the frontier at Shihliupen. The Manchukuo Foreign Office caustically replies requesting that attention be paid to the basic facts, which, it says, are sufficient to nullify hundreds of official explanations.
