EMPIRE GOAL.
BENEFIT OF HUMANITY. A HIGH STANDARD URGED. (United Press Association— Copyright). - TORONTO, Sept. 11. Addressing a banquet to the deleoates to the British .Commonwealth Relations Conference, Viscount Cecil declared that the influence of the British Empire in world affairs should be for peace and progress. The unity of the Empire was vital, continued Lord Cecil, and nothing could more effectively achieve that unity than the common goal of service for the greater whole, and acceptance of the doctrine that even the British Empire had no right to exist unless it was for the benefit of humanity "What we ought to aim at, u we'are to discharge our international duty is to encourage international cooperation and to maintain among the nations of the world a, high stanclar.t of ri-ht and justice, and of rigid regard for the sanctity of treaties, anc, above all—because it lies at the root of all useful international action—wo must aim at the preservation of the peace of the world." Lord Cecil declared that the more the Empire cou'd act in common, uie greater would be the chance of sutv<s-, of any international policy vrtoo.i it adopted.
