A report presented to the Government recommends tightening up the betting laws and licensing bookmakers, with the creation of a hoard of five members to control the totalisator pool throughout the State. Betting in any place not specified for that purpose should be punishable by imprisonment, without the option of a fine. Landlords should be held responsible for illegal betting and “nip” keepers should be placed under the rogue and vagabond clause of the Police Act.
