CIVIL WAR iAND DICTATORSHIP. expression in symposium. a Question of methods. (United Press Association—Copyright) (Received This Day, 1,55 p.m.) LONDON. August 28. Civil war and a dictatorship, yollowing the election of a Socialist Government, are the startling possibilities envisaged by Sir Stafford Gripps, in a symposium of the Views of the Labour leaders entitled "Problems of a Socialist Government." Sir Stafford declares that the first task of a Socialist Government would be to pass an emergency powers 'bill, empowering Cabinet to establish Socialism without consulting Parliament. He foresees that the measure would not pass the House of Lords or receive the sanction of the Crown. If the Crown decided to continue in power inconstitutionally, the upshot would be conflict with the Crown, and the House of Lords, judicially throwing the country into convulsion, leading to a capitalist uprising which would have to be quelQed by force. Sir Stafford -Cripps in a letter denies that he approves a dictatorship as a method of introducing Socialism. "The Times" in an editorial retorts that the methods are indistinguishable from each other.—" The Times" cable.
